Eligible applicants include county governments, city or township governments, public and state institutions of higher education, nonprofits without 501(c)(3) status, unrestricted entities, other Native American tribal organizations, federally recognized Indian tribal governments, state governments, special district governments, independent school districts, for-profit organizations, private institutions of higher education, individuals, and nonprofits with 501(c)(3) status.
