Additional Criteria

Eligible applicants must be alumni of U.S. government-funded or sponsored exchange programs. Project teams must include at least two alumni, with non-U.S. citizen alumni leading the projects. U.S. citizen alumni can participate but not lead. Applications can be submitted by individual alumni or non-governmental organizations they represent, or alumni associations. For-profit and academic institutions cannot apply as the main applicant but can be partners. Only one proposal per organization is allowed, and organizations must have a Unique Entity Identifier (UEI) and be registered in SAM.gov.

Likely Disqualifiers

• Proposals submitted by U.S. citizen alumni as lead applicants
• Teams with fewer than two alumni members

• More than one proposal submitted by the same organization
• Proposals not in English or budgets not in U.S. dollars
